Creating Evidenced-Based Strategies to Address Administrative Churn in SNAP

Grant Description:

The goal of this project is to study the effectiveness of simple, enhanced communications to reduce administrative churn at recertification among SNAP participants. These results can then be applied more widely across Minnesota and potentially in other states. Behavioral science research suggests that seemingly small hurdles can lead many potential SNAP recipients to fail to recertify by a particular deadline; however, this research has also found that small behavioral tweaks, including simplifying steps and information, can substantially improve outcomes among recipients. The project team will identify possible solutions to current challenges; implement, test, and tweak the innovations; and evaluate the impact for clients and agency staff using RCTs and administrative data.
